Speech of Mr. Bo Xilai at the 8th China-Singapore Suzhou Industrial Park Joint Steering Council Meeting

Distinguished Leaders,
Directors and Representatives:

On Behalf of the Ministry of Commerce, I would like to extend my congratulations to the Meeting and my warm welcome to the friends from Singapore. The Ministry of Commerce is a member of China-Singapore Joint Steering Council and also the administrative department to establish and develop Suzhou Industrial Park. According to the issue of policy confirmed at the previous meeting, Chinese Ministry of Commerce makes efforts together with National Development and Reform Commission, Ministry of Finance, Ministry of Construction, Ministry of Land and Resources, China Customs and the People's Bank of China to successively settle problems for the Park such as establishment of branches of foreign investment banks, issuing of enterprises’ construction treasury, improvement of supervision and monitoring function of China Customs, and adjustment of program for export processing zone to further enhance the function advantage of the Park.

With the great promotion of leaders and active participation of enterprises of China and Singapore, Suzhou Industrial Park maintains a rapid and favorable momentum of development. In the past 12 years, various main indicators of the Park increased at an annual average rate of 40%, the Park developed with a high speed and level, good structure, scientific management, elegant environment and strong international competitiveness. Now, investments in China-Singapore Cooperation Zone amount to US$1.7 billion per sq.km., becoming the typical in China of high effective and intensive utilization of lands. 90% farmers in the Park live in modern residential area and per capita net income exceeds RMB10000, realizing the harmonious economic and social development. In view of the above-said, Suzhou Industrial Park has confirmed to be the successful example in the process of China's reform and opening up.

2006 is the first year of China's Eleventh Five-Year Planning, China-Singapore Bilateral Working Committee specifies the tasks in the future 5 years according to the practical need of the development of the Park, which plays an important role in guidance of orderly promotion of the Park, Jiangsu Province and Suzhou City submit to the State Council several issues concerning policies expected to be solved at the council. With the concern and great support of leaders of the State Council, the Ministry of Commerce and members of the Council earnestly research and implement, now 3 major policy issues have been settled through consultation, the Council decides to support relative policies on hi-tech industry in the Park, launch experimental units in Bonded Port Area and agree to enlarge the planned area of the Park. Besides, Vice Premier Wu Yi put forward the schedule for implementation of the 3 policies in front of relative departments of the State Council, which completely indicates the concern and support of the State Council to Suzhou Industrial Park. We also highly appreciate the contribution of Singapore to the development of the Park.

In the past 12 years, Ex-Vice-Premier Li Lanqing, Vice Premier Wu Yi held 8 sessions of the Meeting successively. For Chinese culture, 12 years is a "complete circle ", and I have a feeling that we are holding a "Graduation Ceremony" for Suzhou Industrial Park. As a matter of fact, Suzhou Industrial Park is stepping forward to a new platform and entering into a higher level in its development history. And Jiangsu Province, location of the Park, is also one of the provinces with most vigor of development in China, therefore, we have full confidence in the future of the Park.
