Actively Promoting Open Administration, Constructing a Service-oriented and Law-oriented Government

The Ministry of Commerce held the unveiling ceremony of Service Center for Administrative Work on June 30. Mr. Bo Xilai, Minister and Secretary of the Leading Party Group of MOFOCM, unveiled a plaque and gave a speech for the establishment of the Center. Mr. Bo Xilai stressed that we should further promote open administration, provide one-stop service and realize "One-Window" to the outside to construct a service-oriented and law-oriented government depending on the Service Center for Administrative Work.

Mr. Bo Xilai pointed out in his speech that to establish the Service Center for Administrative Work was an important measure for the Leading Party Group of MOFOCM to firmly carry out the requirement of the CPC Central Committee and the State Council to further push forward open administration; was a specific action of the Ministry to transform function of the government and construct a service-oriented and law-oriented government; provided major carrier to promote law-based public administration and set up Punishment and Prevention System of Corruption with characters of commerce; meanwhile, enlarged the scale of serving for grass roots and enterprises to facilitate residents and benefit to improve efficiency.

Mr. Bo Xilai said that the Ministry attached much importance to the work of open administration and constructed a platform of online opening, on-the-spot opening and opening to the society of government affairs. Now, the average visits to MOFCOM website reached 20 million every day, ranking No.1 among all websites of ministries of the Central Government for 3 years running. Work of open administration enhanced the capacity of the Ministry to carry out research of government decision-making and to implement effective adjustment and control, which enlarged the scale of serving for grass roots and enterprises. Launching of the Service Center for Administrative Work indicated the new progress of the Ministry in the work of open administration.

Mr. Bo Xilai asked the Ministry for further opening of government affairs nationwide on the basis of summarizing experiences in the next step. Officials from MOFCOM department should improve awareness to guarantee administration of the headers. Departments with function of administrative approval should fulfill unified arrangement according to the leading group for opening of government affairs, should legally settle administrative affairs and compile procedures to guarantee that 100% foreign administrative affairs would be accepted in the Hall of Administrative Affairs before the end of 2006. The Center should further improve internal management and improve the service quality. The Leading Group Office should maintain the better work of organization and coordination.

Vice Minister Yu Guangzhou presided the unveiling ceremony. Members of MOFCOM Leading Party Group and headers of units directly affiliated to the Ministry took part in the ceremony and visited the Hall.
